Intracom’s official information related to the water accumulation of Cam Thuy 1 Hydropower Plant

Intracom affirms that the water accumulation of Cam Thuy 1 Hydropower Plant was carried out in accordance with the order and regulations of the law. Specifically as follows:

On September 27th, 2018, the People’s Committee of Thanh Hoa Province issued official dispatch No. 11878/UBND-CN permitting Cam Thuy 1 Hydropower Plant to carry out the water accumulation for the plant operation. The content of the official dispatch clearly states the agreement for Intracom to accumulate water in the reservoir of Cam Thuy 1 Hydropower Plant to operate the plant and continue to coordinate with the People’s Committee of Cam Thuy District  to solve problems in the clearance work (land clearance) of Cam Thuy 1 hydropower plant’s reservoir bed. Thus, the accumulation of water and the continuation of solving problems in the site clearance work of the reservoir bed area is the simultaneous and parallel work.

On November 17th, 2018, Intracom issued Document No. 560/CV-CT4 to the People’s Committee of Thanh Hoa Province, People’s Committee of Cam Thuy District and People’s Committees of Cam Binh, Cam Luong, Cam Thanh and Cam Thach Communes, announcing the water accumulation plan of Cam Thuy 1 Hydropower Plant to coordinate for implementation. Before implementing the water accumulation, the company inspected whole area of the reservoir bed to ensure safety; and at the time of inspection, in the area of the sand mine 121, there were no vehicles and machines located in Cam Thuy 1 Hydropower Plant’s reservoir bed area (with images recorded). After nearly one week of the notice, on November 23rd, 2018, Cam Thuy 1 Hydropower Plant started to test the water accumulation. However, on November 24th, 2018, Intracom found some machines and vehicles entered the sand mine 121 area in the Cam Thuy 1 Hydropower Plant’s reservoir bed area and were submerged.

The water accumulation of Cam Thuy 1 Hydropower Plant took place slowly according to the process, and it took an average of 7 hours for the water to rise to 1m (with the attached table). Cars and excavators are wheeled vehicles that cannot move at such rising rate unless the owners of the vehicles are intended to interfere with Intracom during the water accumulation process.
